Is this figure rare and valuable?

So iv been cleaning out my house and found plenty of boxes of old toys and i decided to keep aside a few to put on ebay and also research about them, i happened to come actoss this item on ebay, he wants $599 for it im sure it cant be worth that much but is it actually rare and is it worth anything to anyone.

If being a Canadian exclusive makes him rare and valuable. Sure.

There was also a Canadian-exclusive two-pack in a line called "Spider-Man 2000" that gave us Venom cast in translucent yellow.

Usually, its only worth it if someone is willing to pay that much. That's why I use the "Completed Listings Only" option on eBay searches. It lets me gauge how likely I am to be gouged. Like for the Wal-mart exclusive Avengers Hulk figure...
